THE VALUE OF HUMAN LIFE AND A PHILOSOPHY OF NATIONAL SECURITY FOR NIGERIA: SOME THEORETICAL ISSUES

The problem of national and human security in Nigeria is seen mainly and clearly in the inability of most governments and state agencies to consistently and institutionally guarantee the adequate protection, peace and well-being of theircitizens. This situation arises from pervasive social injustices and conflicts generating aserious tendency towards fear, chaos and conflict arising from situations of threats, violence and instability in a postcolonial African state. The urgent task of national integration in this post-colonial African nation-state necessitates an interrogation of the normative and empirical conditions for a culturally sensitive idea of security that respects the value of life. We are interested in policy formulations for reordering the social order, understood as an emphasis on an educational and reward system that offers room for more responsibility to service, hence diminishing the uncertainty of over-centralized inherently abusive and unproductive power in a predominantly statist system.

VREDNOST LJUDSKOG ŽIVOTA I FILOZOFIJA NACIONALNE BEZBEDNOSTI U NIGERIJI: TEORIJSKI PREGLED
Problem nacionalne i ljudske bezbednosti u Nigeriji čini nemogućnost većine oblika vlasti i državnih agencija da dosledno i na institucionalnoj osnovi garantuju adekvatnu bezbednost, mir i dobrobit stanovnika. Ova situacija proizilazi iz širokih društvenih nepravednosti i konflikata koji dovode do straha, haosa i konflikata u situacijama u kojima se preti, koje su pune nasilja i nestabilnosti u postkolonijalnim državama Afrike. Ozbiljan zadatak nacionalne integracije u ovoj post-kolonijalnoj državi zahteva preispitivanje normativa i empirisjkih uslova za kulturno osetljive ideje o bezbednosti koje poštuju vrednost ljudskog života. Interesuje nas politika koja se tiče reorganizacije društvenog poretka, koja naglasak stavlja na obrazovanje i system nagrada koji otvara mogućnost za više odgovornosti i ograničava neizvesnost previše centralizovane grube i neproduktivne moći u prevasnodno statičnom sistemu.
